The unusual circumstances of law-making in 2020 prompted the question of whether a situation posing a threat to the security of the entire society, such as a pandemic, should not be treated as an opportunity for a permanent, not only temporary, limitation of civil rights and freedoms.
These and other questions are answered in the report “Reaction of the Polish Legislator to the SARS CoV-2 Pandemic”. The project was carried out by the Legislative Process Research Centre of the Lazarski University in Warsaw, headed by Prof. Paweł Chmielnicki, PhD.
