Local Government Financial Ranking in Poland 2024

The Wroclaw University of Economics and Business, in cooperation with the Institute for Eastern Studies Foundation and the National Council of Regional Chambers of Audit, has published the latest edition of the Local Government Financial Ranking in Poland 2024. The report, prepared cyclically since 2017, is one of the most comprehensive tools for analyzing local government finances in Poland. The academic coordinator of the ranking is Dr. Małgorzata Gałecka from the Wroclaw University of Economics and Business and the Impakt Dolny Slask Think Tank. The preparation of the ranking by academic experts ensures full objectivity and the highest level of methodological reliability.

The ranking is based on a standardized methodology that allows for the comparison of the financial condition of all local government units – from rural, urban-rural, and urban municipalities to counties. Seven indicators are analyzed, which address the most important questions:

  • How much own-source revenue does the local government have?
  • Is it investing in development?
  • Is the cost structure balanced?
  • Is it making use of available external funds?
  • Is its debt level safe?

By answering these questions, the ranking provides clear information about the financial stability of each local government unit.

The ranking is addressed to a wide range of stakeholders and has many practical applications. For local authorities, it serves as a tool for self-assessment and a point of reference against other units, while also supporting strategic investment planning and budgetary policies. National and regional decision-makers, as well as supervisory and control institutions, can use it as a source of knowledge on the financial situation of local governments and to assess their stability. For residents, the ranking offers transparent information on the condition of their municipalities. For academic and research communities, as well as NGOs and the media, it provides a reliable analytical resource that strengthens transparency in public life. The study may also be valuable for investors and business partners by highlighting which local governments are best prepared to absorb funds and implement development projects.
