Organizing full-time learning with online technology during the pandemic has posed challenges for educators in Kazakhstan and worldwide. The Eurasian Center for Economics and Law Research at the Narxoz University School of Law and Public Policy looked at the transition to online learning at Narxoz from the perspective of students and faculty.

In 2020, all higher educational institutions in Kazakhstan faced the challenge of establishing effective online education systems. Having previous experience of integrating online platforms in its on-site learning programs, Narxoz University was in a fairly good position to transition to full-time online learning for all of its students after the announcement of the emergency across the country. Nevertheless, many problems, some expected and some not, have arisen.

This study analyzes the transition to an online form of learning based on the example of Narxoz University, the experiences of educators and learners, and presents technical and methodological observations that can serve as recommendations for educational institutions and policy makers.

The report on the results of the study “Emergency Online” consists of two parts:

●        Part I outlines and analyzes the opinions of the faculty, identifies the technical and methodological challenges, as well as offers recommendations for organizing a better online learning environment;

●        Part II looks at the experiences of students with the new learning format and the difficulties they face, as well as possible ways to improve the quality of education under the current circumstances.

In the spirit of solidarity during a difficult period for everyone, we would like to share the results of this first assessment and invite our colleagues from the field of education, as well as policy-makers and other key decision-makers in this field, to join the dialogue and contribute to further joint work.
